The 504 is supposed to cover anyone who would slip through the cracks because they aren't diagnosed or don't have a severe enough disability to qualify them for special ed. A diagnosis is one way to get a 504 but not the only one.

The 504 Committee should look at grades over the past several years, teacher’s reports, information from parents or other agencies, state assessment scores or other school administered tests, observations, discipline reports, attendance records, health records, and adaptive behavior information. Schools must consider a variety of sources. A single source of information (such as a doctor’s report) cannot be the only information considered. Schools must be able to assure that all information submitted is documented and considered.

The quickest and easiest way to get a 504 for you child will probably be to get a diagnosis. It will be harder for them to refuse him then. He should also have his behavior problems addressed in the 504.

That sounds so odd. Perhaps the 504 if implemented would eleviate some of the behavioral issues.
Did you bring a diagnosis from your doctor to the meeting? Maybe this is all they want.
