Why don't you talk with this busdriver and explain your concerns? You have a very valid reason and a lot of people I know wouldn't approve of them offering children junk foods .. and they don't have children with special needs. I'm sure you both can come up with a better idea.
Also an idea is temporary tatoos, my kids get them on friday afternoon, if they have checked everything on their to-do-list during the week. But stickers will probably work better, he'd have to many tatoos, and like here, they're probaly not allowed to have them in school.Buy them dollar store stickers. As for candy what kid will say no to candy?
I agree with the previous posters. I also wouldn't hesitate to have a calm, friendly talk with the teacher's and suggest they start using some more dental & diet friendly methods for all of the children. They may be surprised at how much clamer & quieter the whole class, including non-ADHD'ers are! At the very least I would tell them if they are resistant to stopping the candy, then if they reward your child with candy, you insist it be eaten in their class, before 11:00am. That way it's effects have worn off before he comes home! Along with the mentioned stickers, if you go online to somwhere like Oriental Trading Company, you can find other really cheap little novelties...pencils, rope (friendship) braclets, little erasers that come in every style you can imagine (soccerball, football, heart, dog, tiger, etc.), plastic bugs, necklaces, just all kinds of cheap stuff that is just as fun to receive, but much better than candy! I agree, schools give out WAY TOO MUCH candy. I appreciate that the teacher's care enough to do stuff like that, because often times they pay for it themselves, but there are better choices than candy.
Giving them your own supply of treats may have to be the way to go. My DD had "expanders" in 2nd grade. That teacher was big on hard, sticky, candy which DD couldn't have due to the Orthodontics, so I supplied Hershey Kisses, little Peppermint Patties, and the like for her to use for DD as rewards when the other kids got a Jolly Rancher or sucker.
If they are willing to make a change for the whole class, maybe you could tell them you will supply the first 50 pencils or something?

so you can imagine the afternoon started off on a bad foot with him. As I've stated before I'm trying the diet alternative and it's working and stuff like this takes us 5 steps backwards. How do I speak to them? I am worried they may not reward him at all or he will get upset seeing other children getting candy
I don't want him to feel left out but I like the results of him sticking to the diet also.
