Personally, its over and done with. I would pick my battles and that wouldn't be one of them. He has to learn to get his materials to home and back to school. If you don't start trying to get him to do it now, it will only get worse as he gets into the upper grades.
In the future I would have him help me pack his backpack every night when we were finished with his homework. I would assume a study guide, his books and any ungraded papers had to go in the pack plus anything else you think looks like it may need to go. If he tells you he doesn't need something, only let him leave it out if he says the teacher said specifically that he didn't need it. If he says that and gets in trouble for not having it, then he can take the responsibility for it and face the discipline.
When in doubt, its better to have a few papers he doesn't need than to not have what he does need. Put the questionable ones in a seperate folder so he can look in it for any paper that isn't with the regular work for that class.
I know it sounds harsh but I had to start doing it with my son last year. He would blame me if he got in trouble for not having something he needed, and part of the time he had removed it and I didn't even know about it. So far this year he has only missed taking one thing in and that really was my fault. I saw it and moved it and couldn't remember where I put it. It had fallen behind something and I didn't think to look back there until it was too late.
It might be a good idea to save any questionable papers for a month. My son did have a couple of times when something was due at a later date and when he couldn't find it in his backpack, I could just check the things he thought he didn't need and it was usually there. It saved him having to redo it.

Anyway, on Friday he was benched for a whole recess because he did not bring back his social studies study guide. I had taken it out of his folder the day before to study with him and I didn't put it back. It wasn't written in his assignment book for him to bring it back. I want to call the teacher. What are some opinions on this matter. He's in 4th grade.
