I used to have the exact same problem that went on for probably 2 to 3 years. I watched Super Nanny one night and got the idea of a "To Do" chart.
I made a weekly chart that had pictures and words of things he had to do step by step daily. Each time he finished a sequence of things, he got a sticker added to the bottom. Once he had 5 stickers he was allowed a treat in which he usually chose a bouncy ball or deck of cards, things like that.
We have now had almost 3 years of relatively straight forward mornings. He keeps the chart on his door in his room so as soon as he turns on the light he sees what he needs to do :)

ek2739 sounds like my house, i love working early shifts so that i dont have to do that bit of the day. Dad gets the stress and copes much better than i do.
Jessica fab idea wish id come across that idea years ago.
Sneak into his room and give him his medicine about 30 minutes before it's time for him to get up. Then when he wakes, he's already medicated. :-)My mornings have been like this too! After reading this i started the list idea and it has eliminated all arguing!! So far so good! awesome advice!
